			<content:encoded><![CDATA[<p>The National real estate market is trending toward improvement, but more importantly the<strong> Local market is improving</strong> too.  Sometimes we need to take Baby Steps or look for the little things that give us hope as we look towards the future. </p>
<p>We aren’t out of the woods yet; the local article mentions there is currently a 9.5 month inventory of residential homes on the market in the Hampton Roads area, just slightly lower from the previous month.  That is a lot of homes available to buy/sell.  Owners thinking of selling need to be aware of the competition and the possibility it may take longer to sell than they had hoped.  Buyers should recognize this as a great time to buy, especially with the low interest rates currently available and the Federal Tax Credit program.</p>

			<content:encoded><![CDATA[<p>The deadline for mailing 2008 federal tax returns is Wednesday, April 15, 2009. No Post Office in the Hampton Roads area is providing extended retail hours. The Hampton Roads General Mail Facility, 600 Church Street, Norfolk, will have personnel collecting mail until midnight to ensure last minute filers receive an April 15 postmark on their federal returns.</p>
<p><a href="http://allvirginiabeachrealestate.com/files/2009/04/taxes_small.jpg"><img class="alignright size-medium wp-image-687" title="taxes_small" src="http://allvirginiabeachrealestate.com/files/2009/04/taxes_small.jpg" alt="" width="195" height="200" /></a>All returns with Automated Postal Center (APC), or self-service kiosk, postage must be deposited prior to the last posted collection time, or the mail must be taken to the Hampton Roads General Mail Facility by midnight to receive a timely postmark, where kiosks are available 24/7. The APC label reflects the sale date which does not necessarily represent the mailing date, and an official postmark is required on returns.</p>
<p>Mailers are strongly advised to check the last pickup time posted on blue collection boxes before depositing their returns as mail deposited after the last pickup time will not receive an April 15 postmark. Mailers needing “proof of mailing” must use either a certificate of mailing, certified mail or registered mail obtained through a retail window employee.</p>
<p>The last mail pickup from blue collection boxes in larger Post Offices are listed below, and offices with an APC are marked with an asterisk:</p>

<div style="MARGIN: 0in 0in 10pt">Virginia Beach real estate sales decreased 44 percent in January compared to January 2008 with 175 fewer homes sold. The median sales price declined 8 percent and the average sales price declined 12 percent. Houses sold in 88 days vs 73 days which is a 21 percent increase. </div>

The median sales prices and average sales price declined 13 percent and 12 percent respectively. On the flip side, market times improved by 25 days, selling in 83 days rather than 110 days.</p>

<p>Existing-home sales rose from the first quarter in 13 states, largely from buyers responding to discounted home prices, according to the latest quarterly survey by the National Association of Realtors®. Nearly one-quarter of metropolitan areas showed rising home prices in the second quarter from a year ago, with greatly mixed conditions continuing around the country.  </p>
<p>NAR President Richard Gaylord, a broker with RE/MAX Real Estate Specialists in Long Beach, Calif., said foreclosures are distorting the price data. &#8220;In many areas with large concentrations of foreclosure sales, homes are being purchased below replacement cost values,&#8221; Gaylord said. &#8220;Many buyers with long-term expectations are getting exceptional value in the current market. Once the inventory is drawn down, price pressure will return because the costs of construction are rising &#8211; today&#8217;s buyers are very well positioned to build wealth over time.&#8221; <a title="http://www.realtor.org/" href="http://www.realtor.org/">National Association of Realtors®</a></p>

<p><strong>South Hampton</strong><strong> Roads July 2008 Sales Statistics</strong></p>
<p>Residential sales in <strong>South Hampton Roads</strong> dropped by 18 percent in July compared to July 2007, causing the average market time to increase 13 percent, from 63 days to 76 days. Both the median sales price and the average sales price decreased 4 percent, dropping to $249,000 and $287,302, respectively.</p>

<p>Modest near-term movement is expected in Hampton Roads real estate sales, with a recovery in sales seen during the second half of the year, according to the latest forecast by the <a href="http://www.realtor.org">National Association of Realtors®</a>.</p>
<p>Lawrence Yun, NAR chief economist, said some pullback after a sharp increase in the previous month was expected. &#8220;The overall decline in contract signings suggests we are not out of the woods by any means. The housing stimulus bill that is still being considered in the Senate is critical to assure a healthy recovery in the housing market, jobs and the economy,&#8221; he said.</p>
<p>Furthermore, Yun said location has never mattered more than in the current market. &#8220;Some markets have seen a doubling in home sales from a year ago, while others are seeing contract signings cut in half. Price conditions vary tremendously, even within a locality, depending upon a neighborhoods exposure to subprime loans.&#8221;</p>

The median sales price decreased 6 percent, while the average sale price decreased 7 percent to $290,741.</p>

<p><strong>South Hampton</strong><strong> Roads Real Estate Area Market Report</strong></p>
<p>A modest gain in the level of home sales is possible over the next couple months, and an improvement is <a title="http://www.realtor.org/research/index" href="http://www.realtor.org/research/index">forecast</a> for the second half of this year as more buyers are able to access affordable mortgages, according to the latest forecast by the National Association of Realtors<sup>®</sup>.</p>
<p><a title="http://www.realtor.org/research/research/phsdata" href="http://www.realtor.org/research/research/phsdata">The Pending Home Sales Index</a>,* a forward-looking indicator based on contracts signed in April, rose 6.3 percent to 88.2 from a reading of 83.0 in March. It&#8217;s the highest index since last October, but remains 13.1 percent lower than April 2007 when it stood at 101.5.</p>
<p>Lawrence Yun, NAR chief economist, said pending sales contracts have picked up notably in areas undergoing significant price drops. &#8220;Bargain hunters have entered the market en masse, especially in areas that have experienced double-digit price declines, but it&#8217;s unclear if they are investors or owner-occupants,&#8221; he said.</p>

The median sales price decreased 4 percent, while the average sale price increased 2 percent to $294,000.</p>

			<content:encoded><![CDATA[<p>A flat pattern in <strong>Virginia Beach real estate &amp; South Hampton Roads real estate</strong> sales activity could continue for the next couple months before improving over the summer, according to the latest forecast by the <a href="http://www.realtor.org">National Association of Realtors®.</a></p>
<p>Lawrence Yun, NAR chief economist, said the extent of an expected recovery hinges on better access to affordable loans. &#8220;Things are beginning to improve, but the availability of affordable mortgages is uneven around the country and sometimes within metropolitan areas,&#8221; he said. &#8220;As anticipated, we continue to look for a soft first half of the year, for both housing and the economy, before notable improvements in the second half. Some time is needed for FHA and new conforming jumbo loans to become widely available.&#8221;</p>

<p>The number of sold <strong>Hampton Roads real estate</strong> listings dropped dramatically this April. Sales were down 20 percent compared to April 2007, with 281 less homes sold. The median sale price remained realtively unchanged with an increase of only $1,000. During this same time period, the average sale price decreased 3 percent.</p>
<p>As you can see, South <strong>Hampton Roads real estate</strong> sales have not started to rebound. This strong buyers market means Hampton Roads sellers need to price their homes competitively and have them in tip-top condition for buyers to think twice about buying.</p>

<p>Little change is expected in South Hampton Roads real estate sales of existing homes over the next few months, before notably improving during the second half of the year, according to the latest forecast by the <a title="http://www.realtor.org/" href="http://www.realtor.org/">National Association of Realtors</a>. </p>
<p>Lawrence Yun, NAR Chief Economist, said the market will come into clearer focus this summer. &#8217;Existing home sales could start to show a sustained increase within a few months, unless there are some additional economic problems or excessive inflationary pressure,&#8217; he said. &#8217;The wider access to affordable credit should increase sales activity notably this summer as pent-up demand begins to be met.&#8217;</p>
<p>Lets take a look at the South Hampton Roads real estate market activity, including Beach, Chesapeake, Norfolk, Suffolk and Portsmouth, for this March to see how the spring is looking so far:</p>
<p>Residential sales in <strong>South Hampton Roads</strong> dropped by 30 percent in March compared to March 2007, causing the average market time to increase 30 percent, from 64 days to 83 days. The median sales price decreased 1 percent, while the average sale price decreased 4 percent to $273,512.</p>

			<content:encoded><![CDATA[<p>The centerpiece of Congress&#8217; recent $170 billion economic stimulus plan is <strong>tax rebates</strong>, but few <strong>Virginia Beach</strong><strong> &amp; Hampton Roads real estate</strong> owners and taxpayers actually understand what the rebates mean or how they&#8217;ll benefit.</p>
<p>The details of the plan are still being worked out, but below are some of the facts:</p>
<ul type="disc">
<li>To be eligible for a full rebate, <em><span style="text-decoration: underline;">single</span></em> tax filers must have 2007 adjusted gross income (AGI) <em><span style="text-decoration: underline;">below</span></em> $75,000.  These filers will get rebates up to $600.</li>
<li><strong>Joint</strong> filers must have Adjusted Gross Income <em>below</em> $150,000 and are eligible to receive rebates of up to $1,200.</li>
<li>Parents will receive $300 rebates per dependent child and there is no cap on the maximum number of children eligible.</li>
<li>Filers who do not owe income taxes because of various credits and deductions but who do have at <em><span style="text-decoration: underline;">least </span></em>$3,000 in income (can include Social Security or disability payments) will get $300 rebates per person or $600 per couple.</li>
<li>The rebate is a one-time tax cut &#8211; an advance on a credit you&#8217;ll receive on your 2008 return.</li>
</ul>
<p>If you make the IRS deadline and file your taxes by April 15, you can expect to receive a check sometime between May and July.</p>
